On a recent bright afternoon, Emmett Maeberry pushed his walker as he strolled slowly through the Oakland neighborhood where he has lived for the past 18 years. He stayed on one side of the street, shaded from the glaring sun by a tall apartment building. Without its protection, nothing on the sidewalk would have shielded him: There was not a single tree in sight.
